The research in brief

Gusto is the consensus leader for multi-state remote team payroll in this 7-platform AI study, named by 6 of 7 platforms (85.7% share) at an average listed position of 2.0. Warp (5 mentions, 71.4%) and OnPay (5 mentions, 71.4%) are the strongest alternatives for distinct buyer needs: Warp for buyers who want AI-driven state registration automation on a flat per-employee price, and OnPay for buyers who want all-50-state payroll included at a transparent flat rate without tier gating. Rippling (4 mentions) leads on integrated HRIS-plus-payroll compliance cascades, while Deel, Justworks, Paylocity, QuickBooks Payroll, and Remote Payroll round out the field. The principal limitation: this study used one standardized prompt sent once to each included platform, and AI answers can vary by date, wording, location, account state, model, interface, browsing configuration, and the sources retrieved. Company-owned citations materially outnumber independent citations, so vendor claims are not independently verified.

1. Gusto

Questions explored

  • Is Gusto worth it for multi-state remote team payroll, and what are its main drawbacks?
  • Which Gusto plan does a remote-first company need for multi-state payroll, and what does it cost per employee?

Gusto is the consensus leader for this use case, named by 6 of 7 platforms at an average listed position of 2.0. It combines multi-state payroll, state tax registration assistance, new-hire reporting, and remote onboarding in one platform, but it is not a fully hands-off compliance solution. The Gusto fit review covers the full plan-by-plan breakdown.

Why it ranked here. Gusto received the most ranking-discovery mentions of any entity in the study and the best average position. Six platforms named it, and four of those placed it in the top two. No other entity combined this breadth of mentions with this consistency.

Best suited for. Small and mid-sized remote-first employers adding employees in multiple states, teams wanting payroll, onboarding, time tracking, PTO, benefits administration, and basic HR compliance tools in one platform, and buyers who want Gusto or its partners to assist with state tax-account registration rather than handling every registration directly [128].

Main strengths for the use case. Multi-state payroll is included in Gusto Plus and Premium; Simple is positioned for single-state payroll only [16]. Gusto offers one-time state tax registration through Middesk, covering state income-tax withholding and state unemployment insurance, and registration begins after the employer adds a work address in the state and assigns an employee to it [128]. Gusto states it handles new-hire reporting in all 50 states, though its public page says the partner may charge a small one-time fee depending on the hiring state [13]. Gusto Business Compliance can provide registered-agent service, foreign qualification, annual-report filing, government-mail monitoring, state tax registration, and deadline alerts for eligible entities at $85 per state per month, included with Premium [128]. Gusto also states it can notify the employer when an employee move creates a new state-registration requirement [9].

Main limitations. The state-registration workflow is not entirely automatic: the employer must add addresses, assign employees, provide information, respond to agency verification, and enter account numbers or rates [128]. Five states (Michigan, Missouri, New Jersey, New Mexico, Vermont) require prior Secretary of State registration before Middesk can file tax registration [128].

2. Warp

Questions explored

  • Is Warp worth it for multi-state remote team payroll, and what are its main drawbacks?
  • Which Warp plan does a company need for all-50-state coverage, and how does its flat pricing compare with per-state registration fees?

Warp ranked second with 5 mentions at an average position of 2.6, and it is the only entity in the study whose core pitch is AI-native automatic state tax registration. The Warp fit review covers the plan boundaries and verification questions in full.

Why it ranked here. Warp received first-place rankings from Anthropic, Google, and Kimi, and second place from Grok. Its average position of 2.6 is the second-best in the study. The ranking reflects strong platform agreement that Warp directly addresses automatic state registration, even though one platform could not verify the product at all.

Best suited for. U.S.-incorporated startups and growing companies hiring W-2 employees across many states, operations teams prioritizing automated state registrations, tax filings, jurisdiction monitoring, and payroll onboarding, and companies wanting payroll, benefits, onboarding, contractors, and compliance in one platform [243].

Main strengths for the use case. Warp states that it identifies required agencies and automatically submits state registration applications when an employee is hired in a new state, with registrations typically completing within 5-10 business days [243]. Pro and Enterprise advertise coverage in all 50 states, including federal, state, and local tax filing, state tax-account setup, SUI, workers' compensation, and related programs [243]. Warp advertises a dashboard for tax accounts, credentials, filing status, and deadlines across more than 10,000 jurisdictions, plus automated tax-notice monitoring and resolution; Pro adds AI tax-notice auto-resolution [240]. Warp's multi-state compliance materials claim automated state W-4 routing, at-hire notices, new-hire reporting, and local-jurisdiction determination for each hire [238]. Warp advertises a self-service onboarding portal that collects tax documents, sets up direct deposit, and enrolls benefits, with employees claimed to complete onboarding in under 10 minutes [243].

Main limitations. Starter is unsuitable once the company needs compliance in more than three states [246]. Registration completion is not instantaneous; Warp states most registrations take 5-10 business days [243]. The reviewed public materials do not independently verify registration success rates, filing accuracy, or notice-resolution outcomes [240]. The scope of support for broader state employment-law compliance is not clearly defined [237]. Independent G2 reviewers report that Warp lacks some advanced features competitors offer, such as detailed reporting and dashboards [323].

3. OnPay

Questions explored

  • Is OnPay worth it for multi-state remote team payroll, and what are its main drawbacks?
  • Which payroll platform for multi-state remote teams has the lowest published base cost with all 50 states included?

OnPay ranked third with 5 mentions at an average position of 4.0, and it holds the single best price-to-coverage position in the study: all 50 states included in one flat plan. The OnPay fit review covers the registration gap in detail.

Why it ranked here. OnPay received a first-place ranking from Perplexity and fourth-place rankings from Google and Kimi. Its average position of 4.0 reflects solid but less consistent placement than Gusto or Warp.

Best suited for. Small and midsize U.S. companies with employees distributed across multiple states, buyers prioritizing included multi-state payroll and transparent per-worker pricing, and teams needing basic remote onboarding, electronic W-4/I-9 workflows, and state new-hire reporting [81].

Main strengths for the use case. The base payroll offering supports payroll in all 50 states and D.C., with federal, state, and local tax calculations, filings, and payments included [81]. OnPay states that remote-worker taxes are calculated using the employee's worksite address and that additional states do not incur an extra payroll fee [81]. OnPay states that it automatically submits new-hire profiles to the appropriate state agencies each week, typically by Friday close of business [60]. The payroll offering includes online offer letters, electronic I-9 and W-4 signing, document storage, employee self-service, and state new-hire reporting [81]. OnPay publishes state-specific tax guides for all 50 states detailing registration requirements, tax rates, and compliance deadlines [64].

Main limitations. OnPay does not automatically register state tax accounts by default. Documentation requires businesses to register with state tax offices and provide registration numbers to OnPay before payroll can run [58]. OnPay partners with Middesk as an optional add-on for automated state tax registration, but this is not included in base pricing [265]. The evidence does not show that OnPay handles every non-payroll employment-law obligation across states, such as wage-and-hour, leave, posting, or entity-registration requirements [71]. OnPay does not support international payroll or global employees [311]. OnPay withholds and files taxes according to each worker's location but does not appear to proactively monitor or alert on varying state employment laws [80].

4. Rippling

Questions explored

  • Is Rippling worth it for multi-state remote team payroll, and what are its main drawbacks?
  • Is Rippling or Gusto better for multi-state remote team payroll when automatic state tax registration and HRIS integration both matter?

Rippling ranked fourth with 4 mentions at an average position of 3.25, and it holds the best average position of any entity outside the top three. The Rippling fit review covers the modular pricing structure in detail.

Why it ranked here. Rippling received a first-place ranking from Grok and second-place rankings from DeepSeek and Google. Its average position of 3.25 is strong, but it was named by only 4 of 7 platforms.

Best suited for. Remote-first companies adding employees in multiple states, operations teams wanting onboarding data, tax forms, payroll, benefits deductions, and employee records in one system, and companies that need state and local payroll-tax filing plus compliance monitoring [226].

Main strengths for the use case. Rippling automatically registers new state tax accounts when hiring in a new state and registers new hires with state tax agencies [271]. When an employee's work location changes, the system automatically updates tax withholding, benefits eligibility, leave policy assignments, and compliance requirements without a manual checklist [214]. Rippling states that it offers payroll in all 50 states and handles federal, state, and local taxes, and that it does not charge more merely because payroll is run in multiple states [230]. Rippling states that its payroll compliance service automatically files new-hire reports and state-specific tax forms [221]. Rippling offers a 100% accuracy guarantee for tax filings and indemnifies against penalties caused by system errors [217]. Rippling PEO acts as co-employer, taking on payroll, compliance, and benefits administration directly and automatically registering companies for state and local tax accounts when hiring in new locations [275].

Main limitations. Rippling's public materials do not prove that automatic account registration is included in every Payroll package or in every jurisdiction [226]. Pricing is not fully transparent and public starting-price claims conflict [226]. Payroll cannot be purchased standalone; it requires the base HRIS module, increasing total cost compared to payroll-only competitors [217]. Rippling automates registration and filing but does not advise on registration timing, entity structure, or nexus implications [340]. Contract length, cancellation rights, service-level commitments, and filing-error liability were not verified from the sources checked [226].

5. Deel

Questions explored

  • Is Deel worth it for multi-state remote team payroll, and what are its main drawbacks?
  • Does Deel automatically register state tax accounts for direct-employer payroll customers, or only for PEO customers?

Deel ranked fifth with 4 mentions at an average position of 4.25. The Deel fit review covers the registration responsibility split between Payroll and PEO.

Why it ranked here. Deel received a second-place ranking from OpenAI and a fourth-place ranking from Perplexity. Its average position of 4.25 reflects moderate placement across the platforms that named it.

Best suited for. Companies with an existing US entity hiring salaried or exempt employees across multiple states, operations teams without deep in-house US payroll expertise, and employers wanting managed payroll, state and local tax filings, onboarding, HR workflows, and broader global workforce administration in one platform [160].

Main strengths for the use case. Deel states that federal, state, and local payroll rules are automatically updated and that payroll tax calculations, filings, and wage calculations align with applicable rules [158]. Deel Payroll - US automates federal, state, and local tax calculations and filings across all 50 states with built-in IRS and state-level tax logic [151]. Deel Payroll - US automates new hire reporting with state-specific compliance monitoring and integrates new-hire tasks into the onboarding workflow including background checks, benefit enrollment, W-4 and state-tax forms, and direct-deposit setup [152]. Managed Payroll includes a dedicated Deel Payroll Manager and is positioned for teams hiring across multiple states or lacking US payroll expertise [158]. Deel's PEO publicly covers US employees in all 50 states and includes payroll tax filings, compliance support, and benefits administration [164].

Main limitations. Deel does not automatically register state tax accounts for direct Payroll - US customers. Clients can register independently on state portals or request Deel's manual registration services through the platform [363]. Deel states that its US company policy permits only exempt salaried workers and does not support positions requiring overtime calculation, which is a material limitation for remote teams with hourly, non-exempt, or complex overtime populations [160]. Managed Payroll pricing and registration-related fees are not transparently published [163]. Deel's public blog pages show different starting prices for US Payroll and US PEO than the current official pricing page [163]. Client responsibility includes providing Tax ID information and ensuring registration completes before the first payroll [53].

6. Justworks

Questions explored

  • Is Justworks worth it for multi-state remote team payroll, and what are its main drawbacks?
  • Does Justworks PEO or Justworks standalone Payroll handle state tax registration for a remote team hiring across states?

Justworks ranked sixth with 3 mentions at an average position of 4.67. The Justworks fit review covers the PEO-versus-standalone distinction in full.

Why it ranked here. Justworks was named by OpenAI, DeepSeek, and Google, with OpenAI placing it fourth. Its average position of 4.67 reflects moderate placement.

Best suited for. Remote-first employers hiring W-2 employees across multiple U.S. states that want payroll tax filing and centralized onboarding, companies willing to pay an additional, separately quoted fee for state tax account registration, and buyers that may also value PEO compliance support, benefits administration, workers' compensation, and HR assistance [48].

Main strengths for the use case. Justworks Payroll can file and remit state taxes on the employer's behalf after the employer provides state account details and required third-party administrator or power-of-attorney access [48]. The platform uses employee home and work addresses to calculate applicable state and local taxes, and each employee must be assigned to an office or location during setup [44]. Employees receive invitations and complete personal, financial, state withholding, I-9, and assigned-document tasks through the platform [42]. Under PEO plans, state tax registrations are entirely bypassed because filings are processed under Justworks' master state accounts [182]. Justworks PEO supports over 4,000 tax localities [171]. PEO plans include compliance training modules that automatically serve state and locality-specific requirements [172].

Main limitations. State tax registration is not clearly included in the base standalone payroll price and is described as an additional fee [48]. The employer must provide accurate state tax account numbers, rates, addresses, classifications, and required access [48]. The reviewed documentation does not verify the exact scope and workflow of new-hire reporting in every state [45]. Justworks Payroll is positioned as suitable for 1-30 employee teams in 1-2 states maximum; for multi-state remote teams, PEO plans are recommended [183]. To fully automate state tax compliance, Justworks requires TPA access to state tax accounts; if TPA access cannot be granted, Justworks returns unremitted tax liabilities to the company bank account requiring manual filing [40]. Justworks Payroll does not register for local tax accounts [37].

7. Paylocity

Questions explored

  • Is Paylocity worth it for multi-state remote team payroll, and what are its main drawbacks?
  • How much does Paylocity charge per state tax ID registration, and is that registration automatic?

Paylocity ranked seventh with 3 mentions at an average position of 5.33. The Paylocity fit review covers the fee structure and implementation burden.

Why it ranked here. Paylocity was named by Anthropic, DeepSeek, and Kimi, with DeepSeek placing it fourth. Its average position of 5.33 is the second-lowest among qualifying entities.

Best suited for. Companies with employees distributed across multiple U.S. states that want payroll, HR, onboarding, time, and compliance tools in one platform, organizations with an internal payroll or HR administrator that can review jurisdiction setup, tax notices, employee work locations, and state-specific rules, and buyers that value automated tax calculation, filing, payment, compliance alerts, and configurable payroll audits [209].

Main strengths for the use case. Paylocity states that its multi-state payroll offering supports all 50 states, automated federal/state/local tax filings and payments, configurable payroll audits, centralized compliance status, and a unified payroll run across states [209]. Paylocity is a Registered Reporting Agent with the IRS in all 50 states, Puerto Rico, the Virgin Islands, and Guam [209]. Paylocity provides a centralized view of compliance status across all jurisdictions, with alerts for state-specific requirements [209]. Paylocity Onboarding supports digital collection of I-9, W-4, state and local withholding forms, direct-deposit information, and other hiring documents [202]. Paylocity lists New Hire Reporting as an available payroll/HR capability [207]. Paylocity's tax geolocation audits can verify each employee is paying the correct taxes based on their location [196].

Main limitations. Automatic state tax-account registration is not clearly included in the base product and is explicitly described as a separate fee-based service [189]. Public documentation does not provide a complete state-by-state registration coverage matrix, service-level commitment, completion timeline, or responsibility allocation [189]. Exact pricing, module bundling, implementation fees, and cancellation terms are generally quote- or contract-dependent [68]. Reviewers describe a pattern of bugs and syncing problems between modules that can undercut payroll accuracy, including misdirected direct deposits or PTO balances not transferring correctly [273]. Custom reporting options are limited, with some reports exportable only in PDF format, and advanced analytics often require third-party BI tools [333]. Implementation costs of $10,000-$20,000 may not justify software spend for companies under 50 employees [346].

8. QuickBooks Payroll

Questions explored

  • Is QuickBooks Payroll worth it for multi-state remote team payroll, and what are its main drawbacks?
  • Which QuickBooks Payroll plan avoids additional per-state filing fees for a remote team hiring across many states?

QuickBooks Payroll ranked eighth with 3 mentions at an average position of 8.0, the lowest average position among qualifying entities. The QuickBooks Payroll fit review covers the plan-level differences.

Why it ranked here. QuickBooks Payroll was named by Anthropic, DeepSeek, and Perplexity, with Perplexity placing it sixth. Its average position of 8.0 reflects weak placement across the platforms that named it.

Best suited for. Small and midsize remote-first employers already using QuickBooks Online, companies needing integrated payroll, accounting, employee self-service, tax filings, and state new-hire reporting, and employers with several states but relatively straightforward employee work locations and tax situations [95].

Main strengths for the use case. Premium and Elite can automatically pay and file federal and state payroll taxes after tax setup and enrollment in e-services [95]. QuickBooks Workforce supports automatic state new-hire filings, and Intuit states that Workforce files new-hire forms with the applicable state within two weeks of the hire date [94]. Employees can enter personal, tax, and banking information through Workforce self-setup, and Premium and Elite advertise automated I-9 functionality [97]. QuickBooks Workforce provides an option to apply for state and local payroll account numbers through its CorpNet partner [98]. Elite adds higher-tier support and tax-penalty-protection eligibility subject to Intuit's conditions [107]. Google's bundle cites a Tax Penalty Protection guarantee of up to $25,000 per year on the Elite plan [298].

Main limitations. State registration is not fully automatic: CorpNet fees apply, the employer must supply information, and the process repeats for each required account [98]. The employer must determine which state and local taxes apply, obtain account numbers, provide deposit frequencies and tax rates, and configure the new state [99]. QuickBooks states that its products do not support multiple state unemployment and local withholding on a single paycheck or tax filing, which is material for employees working across state lines in one pay period [99]. Intuit's disclosure limits Auto Payroll eligibility to companies whose employees are located in the same state and states that the company cannot be multi-state [104]. The reviewed materials do not establish that Premium or Elite continuously tracks or administers all state wage-hour, paid-leave, final-pay, or other employment-law requirements [109].

9. Remote Payroll

Questions explored

  • Is Remote Payroll worth it for multi-state remote team payroll, and what are its main drawbacks?
  • Does Remote Payroll or Remote PEO automatically register state tax accounts for a U.S.-incorporated remote team?

Remote Payroll ranked ninth with 2 mentions at an average position of 4.0, the minimum-mentions qualifier in this study. The Remote Payroll fit review covers the Payroll-versus-PEO-versus-EOR decision.

Why it ranked here. Remote Payroll was named by only OpenAI and Perplexity, placing fifth and third respectively. Its average position of 4.0 is strong, but the two-mention count places it last under the ranking rule.

Best suited for. Remote-first companies that already have a U.S. legal entity and want payroll, employee onboarding, benefits, and compliance support in one platform, companies hiring across multiple states that value centralized payroll administration and dedicated implementation support, and companies without a U.S. entity that want Remote to employ workers through its EOR service instead of establishing their own entity [115].

Main strengths for the use case. Remote's U.S. expansion page claims that it automatically manages required registrations with state labor and tax authorities [115]. Remote markets state-specific compliance support, automatic federal and state tax calculations, real-time alerts for regulatory changes, centralized compliance documents, and labor-authority reporting [115]. Remote supports centralized employee administration, online employee self-service, document management, payroll onboarding, and collection of I-9, W-4, state withholding, contract, identification, and prior payslip information [131]. Remote publicly lists U.S. Payroll at $29 per employee per month and U.S. EOR at $699 per employee per month [113]. Under the PEO tier, Remote registers and manages state payroll tax accounts on behalf of the company [115].

Main limitations. The extent to which Remote completes registrations end-to-end, versus coordinating or guiding the customer, is unclear [115]. Remote's implementation documentation requires the customer to provide company and employee information, and its tax-registration guide primarily lists state registration resources [130]. Remote's U.S. implementation materials identify state-specific new-hire reporting requirements but do not clearly state whether Remote files every required state report automatically for every payroll customer [131]. Remote states that U.S. Payroll implementation takes about six weeks on average [132]. Remote's terms state that platform use does not remove the customer's record-retention obligations, Remote's information is not tax, accounting, or legal advice, and Remote does not assume liability for employee misclassification [120].

What this study reveals

Questions explored

  • What does the cross-platform AI study reveal about which payroll platforms actually automate state tax registration for multi-state remote teams?
  • Which payroll platforms for multi-state remote team payroll charge per-state registration fees versus including registration in the base price?

The single clearest pattern in this study is that "automatic state tax registration" means materially different things across the ranked platforms, and the platforms themselves disagreed about which vendors actually deliver it.

Three distinct models emerged. The first is assisted registration through a third-party partner: Gusto uses Middesk (with older pages referencing CorpNet), QuickBooks Payroll uses CorpNet, and OnPay offers Middesk as a paid add-on [128]. In this model, the employer still supplies information, responds to agency verification, and enters account numbers before filings can be submitted [128]. The second is AI-driven or platform-native registration: Warp states that AI agents open accounts with withholding, unemployment, workers' comp, and PFML agencies upon a new-state hire, and Rippling states that it automatically registers new state tax accounts and cascades compliance updates when an employee relocates [237].

Where the AI Platforms Agreed

Questions explored

  • Which payroll platforms did the AI platforms agree are good fits for multi-state remote team payroll?

Platforms agreed on several points across entity boundaries.

Gusto belongs at or near the top. Six of seven platforms named Gusto, and no platform rated it below "good." Even Kimi, which rated it "mixed," still placed it second [13]. The agreement centered on multi-state payroll availability on Plus and Premium, state tax registration assistance, and new-hire reporting in all 50 states [128].

Multi-state payroll requires a paid tier at most vendors. Gusto requires Plus or Premium; Warp requires Pro for all 50 states; QuickBooks Payroll requires Premium or Elite for local tax automation [13]. OnPay is the notable exception, including all 50 states in its single plan [313].

New-hire reporting is widely claimed but fee structures vary. Gusto, OnPay, Rippling, QuickBooks Payroll, and Deel all describe new-hire reporting capability, but Gusto and QuickBooks Payroll route through partners with per-state fees, while OnPay states it includes the service at no additional cost [13].

Where the AI Platforms Disagreed

Questions explored

  • Which payroll platforms for multi-state remote team payroll had the most conflicting AI platform assessments, and what should a buyer verify?

Disagreements were material and are preserved here rather than smoothed into false consensus.

Warp's existence as a payroll product. Kimi reported finding no verifiable evidence that Warp operates a payroll product, noting the warp.co domain appeared associated with a developer terminal tool, and rated it "uncertain" [231]. DeepSeek also rated it "uncertain" [231]. Anthropic, Google, and Grok rated it "strong" and described detailed AI registration workflows [1]. This is the single largest disagreement in the study.

Warp's plan boundaries. OpenAI and Google describe Starter as the 3-state plan and Pro as the 50-state plan [246]. Perplexity describes Pro as covering up to 3 states while Premium covers all 50 [246].

OnPay's registration automation. OnPay's marketing page says automatic state tax registrations are included, while onboarding documentation states that employers must provide state tax IDs and complete some state-specific authorization or third-party-agent steps [63].

How to compare your options

Questions explored

  • What should a buyer check before choosing payroll software for multi-state remote team payroll?
  • Which payroll platform for multi-state remote team payroll is best if the buyer needs automatic registration in every new state with no manual steps?

Start with the registration question, because it is the requirement that most separates these platforms. Ask each finalist, in writing, whether it initiates, tracks, and completes state tax account registration for each new state, or whether the employer must submit applications and only provide resulting account numbers. Gusto, OnPay, QuickBooks Payroll, and Justworks all describe assisted or fee-based registration rather than fully automatic registration [128]. Warp and Rippling make the strongest automatic-registration claims, but both carry verification caveats [240].

Second, model the total cost at your actual headcount and state count.

Methodology

This study used one standardized prompt sent once to each of 7 included platforms: ChatGPT, Claude, DeepSeek, Grok, Perplexity, Kimi, and Gemini. The prompt described a fully remote company with employees spread across eight different states, adding new states with each hire, needing payroll that automatically handles state tax registrations, new hire reporting, and differing employment law requirements.

The research date is 2026-10-01. The ranking rule is: platform mentions first, then average listed rank, then best listed rank. The final ranking table is the sole authority for rank, platform mentions, platform share, average rank, and best rank. Platform mentions count only ranking-discovery mentions, not the number of platforms that later completed a fit assessment.

Eligibility required an entity to be named by at least two platforms. Of 23 unique entities named across platforms, 9 qualified. The study deduplicated 366 citations across 9 source articles.

Each entity's fit assessment, pricing, strengths, limitations, and disagreements come from its entity evidence bundle. Company-owned citations materially outnumber independent citations across every bundle, so vendor capability claims are platform-reported evidence, not independently verified facts. The URLs were collected from platform responses and were not independently validated by either writer stage.

Research limitations

Several limitations apply and should be weighed before acting on this index.

Single prompt, single run. The study used one standardized prompt sent once to each included platform. AI answers can vary by date, wording, location, account state, model, interface, browsing configuration, and the sources retrieved. A repeat run could produce different rankings.

Platform-reported dates differ from the run date. Anthropic reported 2024-10-01 in one bundle, DeepSeek reported 2026-01-08 through 2026-06-11 across bundles, and the remaining platforms reported 2026-10-01. These are provenance metadata and do not independently prove freshness.

Company-owned sources dominate. Across all nine entity bundles, owned citations outnumber independent citations. Vendor claims about registration automation, filing accuracy, and compliance coverage are not independently verified.

No-search model claims require verification. DeepSeek ran without search enabled in this study, so its claims are model-generated rather than retrieved. These require explicit verification before being described as current facts.

Identity normalization notes. Official-site retrieval failed for Gusto (HTTP 403), Rippling (page exceeded size limit), and QuickBooks Payroll (HTTP 429). Identity matching used exact-name fallback for some entities, and the matching reported domain was retained for downstream research but remains unverified.

The consensus assessment

Gusto is the consensus leader for multi-state remote team payroll in this 7-platform study, named by 6 of 7 platforms at an average listed position of 2.0. Its combination of multi-state payroll on Plus and Premium, state tax registration assistance through Middesk, new-hire reporting in all 50 states, and integrated remote onboarding explains the breadth of agreement. The main caveat is that its registration workflow is assisted rather than fully automatic, and five states require prior Secretary of State registration.

Warp is the strongest alternative for buyers whose single priority is automatic state registration with flat pricing and no per-state fees, but two platforms could not verify the product at all, and its plan boundaries and pricing conflict across sources. OnPay is the strongest alternative for buyers who want all 50 states included at a transparent flat rate, with the critical caveat that the buyer must handle state tax account registrations themselves or pay for the Middesk add-on.

Rippling leads on integrated HRIS-plus-payroll compliance cascades but requires the base platform and quote-based pricing. Deel, Justworks, Paylocity, QuickBooks Payroll, and Remote Payroll each fit narrower buyer profiles: managed payroll with a dedicated manager, PEO co-employment that bypasses registrations, mid-market HCM with compliance dashboards, QuickBooks-centric accounting integration, and global platform with optional EOR, respectively.

Frequently Asked Questions

Which payroll platform is best for multi-state remote team payroll in 2026?

Gusto ranked first in this 7-platform AI consensus study, named by 6 of 7 platforms at an average listed position of 2.0. Warp and OnPay tied for second with 5 mentions each. The ranking reflects platform mentions first, then average listed rank, then best listed rank.

Does Gusto automatically register state tax accounts?

Gusto offers one-time state tax registration through Middesk, but the workflow is not entirely automatic. The employer must add a work address in the state, assign an employee to it, provide information, respond to agency verification, and enter account numbers or rates. Five states require prior Secretary of State registration before Middesk can file [128].

How much does Gusto cost for multi-state payroll?

Gusto Plus is $80 per month plus $12 per person per month, and Premium is $180 per month plus $22 per person per month. Multi-state payroll is available only on Plus and Premium. Gusto Business Compliance is $85 per state per month, included with Premium [128].

Does OnPay automatically register state tax accounts?

OnPay does not automatically register state tax accounts by default.

Study limitations

  • Recommendation counts measure mentions during the ranking stage. Later fit assessments do not increase those counts.
  • Some evidence identifiers refer to individual platform responses rather than independently verified sources.
  • Source URLs came from AI platform responses and were not independently validated during report preparation.
