The research in brief

Gusto is the consensus leader for general purpose small business payroll in this 7-platform study, named by all seven platforms with an average listed position of 1.29 and a best position of 1. OnPay is the strongest alternative for buyers who want one all-inclusive plan with free setup and migration, and Patriot Payroll is the leading low-cost full-service option for single-state employers. QuickBooks Online Payroll is the clear choice for businesses already running QuickBooks accounting, while Square Payroll fits Square POS operators with hourly, tipped staff. The study sent one standardized prompt once to each of seven AI platforms and counted only entities named by at least two platforms; ten of 17 unique entities qualified. The principal limitation is that platform answers are market intelligence, not verified product testing, and pricing, plan names, and support claims conflicted across platforms and dates.

1. Gusto

Questions explored

  • Is Gusto worth it for a first-time small business payroll buyer, and what are its main drawbacks?
  • Is Gusto or OnPay better for a small business that pays employees in more than one state?
  • What does Gusto cost for a 10-employee business, and which plan is required for multi-state payroll?

Gusto is the consensus leader: all seven platforms named it, its average listed position was 1.29, and six of seven platforms placed it first. The verdict across bundles is a strong fit for a US small business with 1–50 employees that wants a guided, cloud-based payroll process with automated tax filing, employee self-service, and broad integrations, and a weaker fit when the buyer needs the lowest possible price, complex payroll controls, or guaranteed high-touch support on lower tiers.

Why it ranked here. Gusto was the only entity named by every platform and the only one with a best position of 1 across six platforms. Platform fit ratings were "strong" on ChatGPT, Gemini, Grok, and Kimi, and "good" on Claude, DeepSeek, and Perplexity. The ranking reflects breadth of recommendation, not verified product testing.

Best suited for. First-time payroll buyers who want a guided process; small employers with straightforward W-2 payroll in one state; businesses needing integrated onboarding, time tracking, benefits, contractor payments, and employee self-service; and multi-state employers willing to use Plus or Premium [18].

Main strengths for this use case. Gusto states that it calculates, files, and pays federal, state, and local payroll taxes each time payroll runs, and its multi-state page says filing is included in every state needed [17]. Independent evidence supports favorable ease-of-use and overall satisfaction scores, including a TechRadar review describing it as particularly easy for small-business owners new to payroll [459].

2. OnPay

Questions explored

  • Is OnPay worth it for a small business that wants one all-inclusive payroll plan with no add-on tiers?
  • Does OnPay include multi-state payroll and year-end W-2 and 1099 filing at no extra charge?
  • What are OnPay's main drawbacks for a first-time payroll buyer, including support channels and mobile access?

OnPay ranked second, named by all seven platforms with an average listed position of 1.86 and a best position of 1 (Perplexity placed it first). The consensus verdict is a strong fit for buyers who want one transparent, all-inclusive plan with full-service tax filing, unlimited pay runs, free setup and migration, and multi-state support at no extra state fee.

Why it ranked here. Seven of seven platforms named it, and five of seven placed it second or better. Fit ratings were "strong" on Claude, Gemini, Grok, and Kimi, and "good" on ChatGPT, DeepSeek, and Perplexity.

Best suited for. First-time payroll buyers seeking a relatively simple full-service setup; small employers paying both W-2 employees and 1099 contractors; businesses with employees in multiple states; and buyers prioritizing predictable base pricing and unlimited payroll runs [42].

Main strengths for this use case. OnPay states that the base plan includes federal, state, and local tax filings and payments, plus year-end W-2, W-3, 1099, 940, and applicable 943 filings, with filing records retained in the account [27]. It offers a tax-accuracy guarantee covering its calculations and filings based on those calculations, and says it will address penalties or interest caused by an OnPay error, excluding cases where the customer supplies inaccurate information or fails to act [24]. Setup, employee-data migration, and prior-wage entry are included, with payroll experts assisting during implementation [47].

3. Patriot Payroll

Questions explored

  • Is Patriot Payroll worth it for a price-sensitive small business that wants tax filing handled?
  • How much does Patriot Payroll charge for each additional state, and what does that mean for a multi-state employer?
  • Which payroll tasks does Patriot Payroll not handle, such as garnishments, child support, or retirement payments?

Patriot Payroll ranked third, named by all seven platforms with an average listed position of 3.43 and a best position of 2 (Perplexity). The consensus verdict is a good, value-oriented choice for a conventional 1-to-50-person US business that prioritizes low, transparent pricing, assisted tax filing, and accessible support, and a mixed fit when the business needs complex integrations, benefits administration, garnishment handling, or sophisticated multi-state payroll.

Why it ranked here. Seven of seven platforms named it, with ranks ranging from 2 (Perplexity) to 5 (Claude). Fit ratings were "strong" on Gemini and Grok, "good" on Claude, DeepSeek, ChatGPT, and Perplexity, and "mixed" on Kimi.

Best suited for. Price-sensitive small businesses wanting federal, state, and local payroll tax filing and deposits handled; owners replacing unreliable payroll who want phone, chat, and email support during business hours; businesses using Patriot Accounting or needing straightforward payroll-to-accounting workflows; and small employers with relatively standard payroll and one primary filing state [31].

Main strengths for this use case. Full Service Payroll adds federal, state, and local payroll-tax filings and deposits, year-end payroll-tax filings, and a tax-filing reliability guarantee to the payroll software [31]. Patriot presents payroll as a three-step process and includes payroll setup, direct deposit, employee access, and unlimited payroll runs [31]. It advertises U.S.-based phone, chat, and email support from 9 a.m. to 7 p.m. Eastern, Monday through Friday, and independent reviews generally rate its support positively [142].

4. QuickBooks Online Payroll

Questions explored

  • Is QuickBooks Online Payroll worth it for a small business that does not already use QuickBooks accounting?
  • Does QuickBooks Online Payroll Core handle local tax filings, or is Premium required?
  • What is the total cost of QuickBooks Online Payroll including the required QuickBooks Online subscription?

QuickBooks Online Payroll ranked fourth, named by all seven platforms with an average listed position of 4.14 and a best position of 3 (Claude). The consensus verdict is a good fit for businesses already using QuickBooks Online that want payroll, reports, employee self-service, and bookkeeping in one system, and a mixed fit when local-tax coverage, complex setup, or high-touch support are central requirements.

Why it ranked here. Seven of seven platforms named it, with ranks ranging from 3 (Claude) to 5 (Grok, ChatGPT, Perplexity). All seven platforms rated the fit "good."

Best suited for. Small businesses already using QuickBooks Online for accounting; owners wanting payroll, payroll reports, employee self-service, and bookkeeping in one system; businesses with straightforward federal and state payroll obligations; and employers wanting an upgrade path to setup review, HR support, and time tracking [65].

Main strengths for this use case. QuickBooks Online Payroll is designed to manage payroll and books in one place, including mapping payroll expenses and deductions to the QuickBooks chart of accounts [61]. Payroll data automatically flows into the general ledger without manual entry, which independent analysis estimates saves an average of four hours per month for QuickBooks Online users [213].

5. Square Payroll

Questions explored

  • Is Square Payroll worth it for a small business that does not use Square POS?
  • Does Square Payroll support county and city-level tax filings, or will an accountant be needed?
  • What does Square Payroll cost for a 10-person team, and are there fees for mailed W-2s?

Square Payroll ranked fifth, named by all seven platforms with an average listed position of 6.00 and a best position of 3 (ChatGPT). The consensus verdict is a good fit for businesses already using Square for point of sale, time tracking, tips, or team management, and a mixed fit for buyers needing broad accounting and HR integrations, QuickBooks Desktop support, complex payroll workflows, or consistently hands-on support.

Why it ranked here. Seven of seven platforms named it, but ranks ranged widely from 3 (ChatGPT) to 8 (Claude, DeepSeek, Kimi). Fit ratings were "good" on Claude, Gemini, Grok, ChatGPT, and Perplexity, and "mixed" on DeepSeek and Kimi.

Best suited for. Businesses with 1–50 employees already using Square for point of sale, time tracking, tips, or team management; owners seeking transparent per-month pricing, unlimited payroll runs, automated federal and state filings, and simple onboarding; and restaurants, retail, fitness, and service businesses with hourly employees, tips, and Square timecards [83].

Main strengths for this use case. Full-Service Payroll includes automated federal and state tax calculations, payments, filings, W-2s/1099s, new-hire reporting, and multiple tax-jurisdiction support; Square states that it will cover penalties and fines caused by its own erroneous or late reporting, provided customers supply correct tax identifiers, filing information, employee data, and state registrations [83]. Square markets simple onboarding, employee self-onboarding, mobile payroll access, automatic payroll, unlimited pay runs, and timecard import from Square POS or the Square Team App [82].

6. ADP RUN

Questions explored

  • Is ADP RUN worth it for a first-time small business payroll buyer, and why is pricing quote-only?
  • Does ADP RUN charge extra for off-cycle payroll runs, year-end W-2 and 1099 forms, or time tracking?
  • Is ADP RUN or Gusto better for a small business that wants 24/7 phone support?

ADP RUN ranked sixth, named by five of seven platforms (71.4%) with an average listed position of 6.40 and a best position of 4 (Claude). The consensus verdict is a good fit for small businesses prioritizing established payroll-tax administration, human support, mobile access, and optional HR or benefits expansion, and a mixed fit for buyers requiring upfront price transparency or the lowest ongoing cost.

Why it ranked here. Five platforms named it, and ranks ranged from 4 (Claude) to 10 (Perplexity). Fit ratings were "good" on Claude, Gemini, Grok, ChatGPT, and Perplexity, and "mixed" on DeepSeek and Kimi.

Best suited for. First-time payroll buyers that want a full-service provider to calculate and file payroll taxes; businesses with 1–49 employees that value phone access to payroll support and room to add HR, benefits, workers' compensation, or time tools; and businesses already using accounting or business systems supported through ADP integrations [109].

Main strengths for this use case. ADP states that RUN calculates, deducts, and pays taxes and provides tax filing, and it promotes error-flagging tools [101]. ADP advertises 24/7 real-person payroll support and reports that 9 out of 10 surveyed RUN customers receive peace of mind from that support, though the survey is an ADP internal survey [103]. ADP states that its payroll platform integrates with accounting applications including QuickBooks, Xero, and Sage, while ADP Marketplace lists RUN-compatible applications and API options [110].

7. Rippling

Questions explored

  • Is Rippling worth it for a small business that only needs payroll and no HR or IT modules?
  • Can Rippling Payroll be purchased standalone, or is the core Rippling Unity platform required?
  • What contract terms and cancellation windows apply to Rippling, and what happens if the notice deadline is missed?

Rippling ranked seventh, named by three of seven platforms (42.9%) with an average listed position of 5.67 and a best position of 5 (DeepSeek, Kimi). The consensus verdict is a good fit for a small business that wants payroll integrated with HR, time tracking, benefits, expenses, accounting, or broader employee workflows, and a weaker fit for a very small, US-only business seeking the simplest and most price-transparent payroll product.

Why it ranked here. Only three platforms named it during ranking discovery, which caps its rank despite a relatively strong average position. Fit ratings were "good" on Gemini, ChatGPT, and Perplexity, "mixed" on Claude, DeepSeek, and Grok, and "uncertain" on Kimi.

Best suited for. Businesses replacing unreliable payroll and wanting stronger HR-data synchronization and workflow automation; small businesses using QuickBooks, NetSuite, Xero, Sage Intacct, or other integrated finance systems; and growing or multi-state employers that value centralized employee data and broader HR capabilities [145].

Main strengths for this use case. Rippling states that it calculates, files, and remits federal, state, and local payroll taxes and says it will reimburse penalties or interest caused by Rippling errors, though this is a company claim [145]. Rippling supports integrations and general-ledger synchronization with accounting systems, and its materials identify integrations such as QuickBooks and other finance tools [145]. Relevant capabilities include automated employee-data synchronization, onboarding-to-payroll workflows, payroll reporting, tax-document storage, workflow automation, and configurable accounting mappings [145].

8. SurePayroll

Questions explored

  • Is SurePayroll worth it for a very small business that wants full-service tax filing on a low monthly budget?
  • What extra fees does SurePayroll charge for year-end W-2 and 1099 forms, accounting integration, and time tracking?
  • Does SurePayroll offer 24/7 or weekend customer support for payroll issues?

SurePayroll ranked eighth, named by three of seven platforms (42.9%) with an average listed position of 8.33 and a best position of 6 (Gemini). The consensus verdict is a good fit for a small US employer that wants basic payroll with automated tax filing at a potentially competitive monthly price, and a weaker fit for buyers needing sophisticated HR, built-in time tracking, extensive integrations, 24/7 support, or highly configurable accounting workflows.

Why it ranked here. Three platforms named it, and ranks ranged from 6 (Gemini) to 10 (Claude). Fit ratings were "good" on Claude, DeepSeek, Gemini, Grok, ChatGPT, and Perplexity, and "uncertain" on Kimi.

Best suited for. Businesses with roughly 1–25 employees and routine W-2 or 1099 payroll needs; first-time payroll buyers prioritizing automated tax filing and simple online payroll processing; and price-sensitive employers that want full-service tax administration without a long-term contract [165].

Main strengths for this use case. Full-Service calculates, files, and deposits federal, state, and local payroll taxes, and SurePayroll also advertises a tax-penalty guarantee [165]. The advertised plan supports W-2 employees and 1099 contractors, unlimited payroll runs, free two-day direct deposit, online paystubs and reports, and automatic payroll scheduling [165]. Publicly listed integrations include QuickBooks Online, QuickBooks Online Advanced, FreshBooks, Xero, Zoho Books, Sage 50 Accounting, and AccountEdge [349]. The official page states the service is billed monthly and can be canceled anytime [165].

9. Zoho Payroll

Questions explored

  • Is Zoho Payroll worth it for a US small business that does not already use Zoho Books?
  • Does Zoho Payroll's Standard plan support multi-state payroll, or is the Professional plan required?
  • Does Zoho Payroll support 1099 contractor payments in the US edition?

Zoho Payroll ranked ninth, named by two of seven platforms (28.6%) with an average listed position of 6.00 and a best position of 6 (Claude, Grok). The consensus verdict is a mixed-to-good fit for a small business with one-state payroll that uses Zoho Books or is willing to adopt it, and a less compelling default for a first-time US payroll buyer because independent evidence on support and accuracy is limited, multi-state and advanced features are reserved for Professional, and the accounting integration advantage is concentrated in the Zoho ecosystem.

Why it ranked here. Only two platforms named it during ranking discovery, which caps its rank despite a strong average position. Fit ratings were "good" on Claude, Gemini, and Perplexity, "mixed" on DeepSeek, Grok, and ChatGPT, and "uncertain" on Kimi.

Best suited for. Businesses with employees in one US state; small businesses already using Zoho Books or Zoho Expense; price-sensitive owners seeking published subscription and per-employee pricing; and businesses needing standard hourly or salaried payroll, direct deposit, tax filing, PTO, benefits, and employee self-service [191].

Main strengths for this use case. Zoho states that Standard includes automatic federal, state, and local tax calculation, payment, and filing, plus W-2 generation and filing [185]. Standard includes payroll-accounting integration with Zoho Books and expense integration with Zoho Expense, including automatic payroll journal entries in Zoho Books [187].

10. Deel

Questions explored

  • Is Deel worth it for a domestic-only US small business that needs simple payroll?
  • Does Deel support overtime calculation for non-exempt hourly employees in the US?
  • What is Deel's US payroll pricing, and why do published figures conflict?

Deel ranked tenth, named by two of seven platforms (28.6%) with an average listed position of 7.50 and a best position of 6 (Kimi). The consensus verdict is a mixed fit: credible for a small business with multi-state complexity, international operations, or a preference for managed payroll, but not the clearest overall default for a typical first-time US small-business payroll buyer.

Why it ranked here. Only two platforms named it during ranking discovery. Fit ratings were "mixed" on Claude, DeepSeek, Gemini, Grok, ChatGPT, and Perplexity, and "weak" on Kimi.

Best suited for. Small businesses with employees in multiple US states; businesses that also employ international workers or contractors and want one platform; owners willing to obtain a quote and potentially use managed payroll support; and businesses needing QuickBooks Online, Xero, NetSuite, or Sage Intacct connectivity [128].

Main strengths for this use case. Deel offers US Payroll in self-serve and managed versions, with self-serve positioned for straightforward payroll and established payroll expertise, and managed payroll adding a dedicated Deel Payroll Manager for multi-state, hourly, or more complex payroll [128]. Deel states that its US payroll product automates federal and state tax calculations, filings, wage calculations, tax updates, and state-registration support, though these are company claims [128]. Employees can access pay history and W-2s, manage tax withholding information, and use direct deposit through the platform [116]. Deel identifies native accounting integrations with QuickBooks Online, Xero, NetSuite, and Sage Intacct [116].

What this study reveals

Questions explored

  • What do AI platforms consistently recommend for small business payroll, and where does the consensus break down?
  • Why do AI platforms disagree about payroll software pricing and plan names?

The strongest signal in this study is concentration at the top. Gusto, OnPay, Patriot Payroll, QuickBooks Online Payroll, and Square Payroll were each named by all seven platforms, and the top four all had average listed positions below 4.2. That means the AI platforms broadly agree on a shortlist for a 1–50 employee US business, even when they disagree on details.

The second signal is that pricing transparency is the most contested attribute. Gusto, OnPay, QuickBooks Online Payroll, Square Payroll, SurePayroll, Zoho Payroll, and Deel all had conflicting price figures across platforms or across pages within the same vendor's site.

Where the AI Platforms Agreed

Questions explored

  • Which payroll software do all seven AI platforms agree belongs on a small business shortlist?
  • What do AI platforms agree are the core features a small business payroll system must include?

Agreement was strongest on the shortlist itself. All seven platforms named Gusto, OnPay, Patriot Payroll, QuickBooks Online Payroll, and Square Payroll. Six of seven placed Gusto first. Five of seven placed OnPay second or better.

Agreement was also strong on core capabilities. Across bundles, the platforms consistently described full-service payroll as including automated federal, state, and local tax calculation and filing, direct deposit, unlimited or multiple payroll runs, employee self-service, and year-end W-2 and 1099 preparation. Gusto, OnPay, Patriot Payroll, QuickBooks Online Payroll, Square Payroll, ADP RUN, and SurePayroll all had evidence bundles describing automated tax filing as a core feature.

Agreement extended to the importance of accounting integration.

Where the AI Platforms Disagreed

Questions explored

  • Why do AI platforms give different answers about the same payroll provider's pricing and support quality?
  • Which payroll providers had the most conflicting evidence across AI platforms?

Disagreement clustered in four areas.

Pricing. Gusto's Simple plan was cited at both $49 and $55 base [459]. OnPay was cited at both $40 and $49 base [35]. QuickBooks Online Payroll was cited at $50 + $6.50, $50 + $7, $44 + $6.50, and $50 + $7 with different tier names [65]. SurePayroll's official page displayed both $29 and $39 base prices [165]. Deel was cited at $19, $24, and $29 per employee per month [119].

How to compare your options

Questions explored

  • What should a small business owner check before choosing payroll software for the first time?
  • Which payroll software should a buyer choose if they need multi-state tax filing on a low budget?
  • How should a buyer verify tax filing accuracy and support quality before committing to a payroll provider?

Start with the state footprint. If every employee works in one state, Gusto Simple, Patriot Payroll Full Service, Square Payroll, SurePayroll Full-Service, and Zoho Payroll Standard are all viable on published pricing. If employees work in more than one state, Gusto Simple, Zoho Payroll Standard, and Square Payroll's single-state positioning become constraints, while OnPay, Gusto Plus, Patriot Payroll with additional states, and Deel remain options [286].

Then check the accounting system.

Methodology

This index was produced from a single standardized research prompt sent once to each of seven AI platforms on 2026-10-01. The prompt described a US small business owner with about 20 employees setting up payroll for the first time or replacing an unreliable system, with no dedicated payroll or HR staff, needing automated tax calculation and filing, on-time payment, straightforward setup, and clean accounting software integration.

Platforms included: ChatGPT, Claude, DeepSeek, Grok, Perplexity, Kimi, and Gemini. Each platform returned a ranked list of recommended providers and a structured evidence bundle covering fit assessment, use-case findings, pricing and terms, strengths, limitations, alternatives, factual conflicts, verification questions, and a final verdict.

Entities were normalized to canonical brand names. An entity qualified for the final ranking if it was named by at least two platforms during ranking discovery. Seventeen unique entities were named; ten qualified.

Research limitations

This study used one standardized prompt sent once to each included platform. AI answers can vary by date, wording, location, account state, model, interface, browsing configuration, and the sources retrieved. A single run cannot capture that variance.

Platform-reported research dates differed from the authoritative run date. For example, DeepSeek reported 2026-01-15 for Gusto and 2026-01-22 for ADP RUN, while the authoritative run date is 2026-10-01. Those dates are provenance metadata and do not independently prove freshness.

Platform mentions count only ranking-discovery mentions. All seven platforms later completed fit assessments, but mention counts reflect only the platforms that named the entity during ranking discovery. Entities named by fewer platforms are not necessarily worse products; they may simply have been omitted from a shorter list.

The consensus assessment

Gusto is the consensus leader for general purpose small business payroll in this 7-platform study, named by all seven platforms with an average listed position of 1.29. OnPay is the strongest alternative for buyers who want one all-inclusive plan with free setup and migration, and Patriot Payroll is the leading low-cost full-service option for single-state employers. QuickBooks Online Payroll is the clear choice for businesses already running QuickBooks accounting, and Square Payroll fits Square POS operators with hourly, tipped staff. ADP RUN, Rippling, SurePayroll, Zoho Payroll, and Deel each serve narrower buyer situations and carry more verification burden on pricing, contract terms, or support quality. No entity in this study had independently audited tax-filing accuracy, and pricing conflicts were present for nearly every ranked provider, so buyers should treat this index as a shortlist and verify current quotes, plan names, guarantee terms, and cancellation policies directly before committing.

Frequently Asked Questions

Which payroll software is best overall for a small business with 1–50 employees?

Gusto ranked first in this study, named by all seven platforms with an average listed position of 1.29. OnPay ranked second, also named by all seven platforms. The ranking reflects platform mentions and average position, not verified product testing.

Is Gusto or OnPay better for a small business that pays employees in multiple states?

Both include multi-state payroll, but on different terms. Gusto requires the Plus plan for multi-state, which raises the base fee from $49 to $80 per month and the per-employee fee from $6 to $12 [286]. OnPay advertises multi-state payroll without an additional state fee, though some states require third-party access or power-of-attorney documentation [30].
