The research in brief

Across seven AI platforms studied on 2026-10-01, Xero ranks first for integrated payroll accounting for small U.S. businesses with W-2 employees, named by 6 of 7 platforms (85.7% share) at an average listed position of 1.5. Intuit QuickBooks Online Plus with Payroll ties on mentions (6 of 7, 85.7%) at an average position of 1.67 and is the strongest alternative for buyers who want a single-vendor accounting-plus-payroll ecosystem. Wave is the leading low-cost option, and Patriot Accounting with Full Service Payroll is the strongest value pick for single-state employers. The principal limitation: this index reflects one standardized prompt sent once to each platform, and AI answers vary by date, wording, location, account state, model, interface, browsing configuration, and retrieved sources. Company-owned citations materially outnumber independent ones, so platform claims are market intelligence, not verified fact.

1. Xero

Questions explored

  • Is Xero worth it for integrated payroll accounting, and what are its main drawbacks?
  • Which Xero plan and payroll add-on cost should a small business budget for in 2026?

Xero ranks first because six of seven platforms named it, at an average listed position of 1.5 and a best position of 1. Its U.S. payroll offering is Xero Payroll, powered by Gusto, launched for eligible U.S. customers on August 12, 2026 [219]. Payroll runs inside Xero, and Gusto payroll transactions sync to Xero as a bill or manual journal with configurable account mapping [7]. The platform automates federal, state, and local tax calculations and filings, including W-2 and 1099 support, and employees access pay stubs and tax documents through the Xero Me app [211].

Why it ranked here. Xero received the most first-place votes of any entity: Claude, Gemini, Kimi, and Perplexity all placed it first, with DeepSeek second and Grok third [219]. Its combination of accounting integration, tax filing automation, and employee self-service maps directly onto the buyer's stated need.

Best suited for. Small U.S. businesses with W-2 employees that already prefer Xero for accounting, owners wanting automated payroll tax calculations and filings, and businesses that want payroll transactions synchronized into the Xero general ledger.

Main strengths for the use case. Automatic payroll-to-general-ledger posting eliminates manual journal entries; tax filing automation covers federal, state, and local obligations; the Xero Me app provides employee self-service; and unlimited payroll runs and contractor 1099-NEC payments are included [219].

Main limitations. Payroll is powered by Gusto rather than developed natively by Xero, creating vendor dependency and documented service-disruption risk (a September 28, 2026 incident affected U.S. payroll access) [90]. Xero Payroll is not available to Xero's U.S. mobile-only subscribers [211]. Customized chart-of-accounts mapping and department-level cost allocation require manual configuration [324].

2. Intuit QuickBooks Online Plus with Payroll

Questions explored

  • Is Intuit QuickBooks Online Plus with Payroll worth it for a small business that wants bookkeeping and payroll in one system?
  • Which QuickBooks payroll tier should a buyer choose if they need local tax filing or tax penalty protection?

Intuit QuickBooks Online Plus with Payroll ranks second with six mentions (85.7% share), an average listed position of 1.67, and a best position of 1. It is the only other entity besides Xero to receive first-place votes, from DeepSeek and ChatGPT [58]. Payroll runs natively inside QuickBooks Online, and payroll data posts to the general ledger without manual entry or separate integrations [396].

Why it ranked here. Every platform that named it rated the fit "good" or "strong," and no platform rated it mixed. Its native ledger integration, automated tax filing, and employee self-service map directly onto the buyer's criteria.

Best suited for. Small businesses already using or willing to adopt QuickBooks Online Plus, employers needing payroll transactions and reports connected to their accounting file, and businesses wanting automated federal and state payroll tax payments and filings.

Main strengths for the use case. Zero-friction native synchronization eliminates double entry; all payroll plans automatically calculate, file, and pay federal and state taxes; the QuickBooks Workforce portal gives employees pay stubs, W-2s, and direct-deposit updates; and Premium and Elite tiers add tax penalty protection up to $25,000 [395].

Main limitations. Total cost of ownership is materially higher than standalone alternatives because accounting and payroll are separate subscriptions. Local tax automation is limited to Premium and Elite tiers [379]. As of July 1, 2026, automated tax filing is mandatory with no opt-out, which limits control for businesses whose accountants review filings before submission [275]. One federal EIN is allowed per payroll subscription [54].

Pricing or cost summary. Pricing varies widely across platform-reported sources.

3. Wave

Questions explored

  • Is Wave worth it for integrated payroll accounting, and which states does Wave Payroll actually support?
  • Which accounting software with payroll has the lowest published cost for a very small business?

Wave ranks third with six mentions (85.7% share), an average listed position of 4.5, and a best position of 3. It is the only entity in the top three whose accounting tier is free. Wave Payroll operates within the Wave platform and supports employee and contractor payments, payroll-tax calculation and tracking, payroll reporting, and payroll-related journal entries alongside Wave accounting [104].

Why it ranked here. Wave was named by six platforms and consistently positioned as the budget option. Openai placed it third, Kimi fourth, and Claude, DeepSeek, Gemini, and Perplexity fifth.

Best suited for. Small US businesses with a limited number of W-2 employees, owners prioritizing low combined accounting and payroll cost, and businesses comfortable with browser-based payroll and Wave-managed tax payments.

Main strengths for the use case. Free Starter accounting eliminates a separate bookkeeping subscription; payroll journal entries post automatically; federal and state tax payments and filings are included without an additional tax-service charge; and employees can access pay stubs and tax forms through Wave accounts [111].

Main limitations. Wave does not offer a self-service option to turn off tax filings and payments while continuing payroll, and its terms exclude certain city, county, school-district, and other local tax obligations [107]. Payroll is browser-only. Benefits administration is not a full insurance or employee-benefits platform. Household employers filing IRS Schedule H are not supported [113]. 1099 filing is not automated; only form generation is provided [112].

4. Patriot Accounting with Full Service Payroll

Questions explored

  • Is Patriot Accounting with Full Service Payroll worth it for a single-state employer, and what does it cost per worker?
  • Which integrated payroll accounting platform should a buyer choose if they want the lowest published base price with automated tax filing?

Patriot Accounting with Full Service Payroll ranks fourth with five mentions (71.4% share), an average listed position of 4.8, and a best position of 2 (Grok). When Patriot Payroll and Patriot Accounting are both used, each payroll automatically creates a journal entry viewable in the accounting general ledger [22].

Why it ranked here. Patriot received the second-best single placement of any entity (Grok ranked it second) and was rated "strong" by Claude and Gemini. Its combination of low published pricing and automated tax filing directly addresses the buyer's cost and compliance criteria.

Best suited for. Small employers with straightforward payroll and one primary payroll-tax filing state, owners who want the provider to file and deposit federal, state, local, and year-end payroll taxes, and price-sensitive businesses wanting integrated accounting and payroll under one login.

Main strengths for the use case. Full Service Payroll includes federal, state, and local tax filings and deposits plus year-end filings, with the first filing state included; the employee portal provides pay stubs, pay history, time-off balances, electronic W-2s, and self-onboarding; and unlimited payroll runs carry no per-run fees [170].

Main limitations. Additional filing states cost $12 per month each [170]. Patriot states it does not currently handle payments or integration for garnishments, child support, or other retirement plans beyond named partner integrations [167]. Benefits administration is partner-based through SimplyInsured and Vestwell rather than a broad native suite. Deepseek characterized the accounting module as basic cash-basis rather than a full double-entry general ledger and rated the overall fit "mixed" [406].

5. Zoho Books with Zoho Payroll

Questions explored

  • Is Zoho Books with Zoho Payroll worth it for a small business, and which states does Zoho Payroll support?
  • Which integrated payroll accounting platform should a buyer choose if they already use the Zoho ecosystem?

Zoho Books with Zoho Payroll ranks fifth with four mentions (57.1% share), an average listed position of 3.5, and a best position of 1 (Grok). After a pay run is approved, Zoho Payroll can automatically post payroll journal entries to Zoho Books, including payroll expenses, tax liabilities, benefits, and deductions mapped to selected accounts [246].

Why it ranked here. Grok placed it first and ChatGPT placed it second, giving it the strongest top-two support of any entity outside the top four. Its combined base subscription is among the lowest in the ranking.

Best suited for. Small employers with straightforward W-2 payroll and one or several supported work locations, businesses already using Zoho Books or the broader Zoho ecosystem, and price-sensitive buyers wanting automated federal, state, and local payroll tax filing.

Main strengths for the use case. Automated payroll tax calculation, payment, and filing are included in documented U.S. plans; payroll transactions become journal entries in Zoho Books; the employee portal and mobile app cover pay stubs, tax documents, and personal details; and the combined base subscription can be materially lower than mainstream alternatives [253].

Main limitations. Zoho Books and Zoho Payroll are separate connected products, so implementation may be more complex than a single-suite product. The U.S. edition does not support 1099 contractor payments, which is a dealbreaker for businesses with freelance workforces [291]. Documented failure, amendment, wire, and postal-delivery fees can increase total cost, including $150 per amended return and $3 per mailed W-2 [248]. Multiple independent reviews flag slow customer support response times [291].

6. ADP

Questions explored

  • Is ADP worth it for integrated payroll accounting if the buyer wants bookkeeping and payroll in one system?
  • Which ADP RUN plan should a small business choose, and what does RUN cost per employee?

ADP ranks sixth with four mentions (57.1% share), an average listed position of 6.25, and a best position of 4 (ChatGPT). RUN Powered by ADP supports payroll processing, and ADP states that RUN calculates, files, deposits, and reconciles federal, state, and local payroll taxes, creates and delivers W-2 and 1099 forms, and responds to tax-agency inquiries [142].

Why it ranked here. ADP is the highest-ranked entity that is not itself a bookkeeping ledger. It was named by four platforms and rated "good" by ChatGPT, Claude, DeepSeek, and Perplexity, but "mixed" by Grok, Kimi, and Gemini.

Best suited for. Small businesses with W-2 employees that want outsourced payroll tax calculation, filing, payment, and year-end forms; owners that value payroll compliance support, employee self-service, mobile access, and optional HR or benefits integrations; and businesses already using QuickBooks, another supported accounting system, or an ADP Marketplace accounting connector.

Main strengths for the use case. Payroll processing and tax filing are core ADP functions rather than adjacent features; employee self-service and mobile access are included; ADP has a native two-way integration with QuickBooks Online and QuickBooks Desktop that pushes payroll data to the correct general ledger accounts automatically; and ADP Marketplace carries certified integrations with Xero, NetSuite, Sage Intacct, and Microsoft Dynamics [315].

Main limitations. ADP is not a small-business bookkeeping ledger; the buyer must still use a separate accounting product to get a true single bookkeeping-plus-payroll system [141]. Integration requires manual chart-of-accounts mapping, and when new accounts are added in QuickBooks Online later, ADP's mapping does not update automatically [257]. Pricing is quote-based, making combined-value comparison difficult before a sales conversation [138].

7. OnPay

Questions explored

  • Is OnPay worth it for integrated payroll accounting if the buyer already uses QuickBooks or Xero?
  • Which payroll platform should a buyer choose if they want transparent published pricing with no integration fees?

OnPay ranks seventh with three mentions (42.9% share), an average listed position of 5.67, and a best position of 3 (Kimi). OnPay provides full-service payroll for W-2 employees and 1099 contractors, including unlimited pay runs, multiple pay schedules and rates, direct deposit, checks, prepaid debit cards, multi-state payroll, garnishments, and unemployment-insurance withholding [40].

Why it ranked here. OnPay was named by three platforms but rated "good" by all seven that completed a fit assessment, the only entity in the ranking with unanimous "good" ratings. Its transparent pricing and included tax filing drove that consistency.

Best suited for. Small businesses prioritizing payroll-tax filing and straightforward payroll administration, businesses already using QuickBooks Online, QuickBooks Desktop, or Xero, and employers needing employee self-service, direct deposit, W-2s, 1099s, and basic benefits administration.

Main strengths for the use case. Full-service payroll and automated federal, state, and local tax filing are included in the advertised base offering; direct integrations with QuickBooks Online, QuickBooks Desktop, and Xero support payroll-to-ledger workflows with customizable item mapping and detailed journal entries; employee self-service, onboarding, pay-stub access, W-2 access, and mobile access are included; and published pricing includes unlimited pay runs with no stated integration fee [40].

Main limitations. OnPay is not itself a complete bookkeeping ledger; accounting is handled through an integrated QuickBooks or Xero account [28]. The reviewed plans do not list a native OnPay time clock, and an outside time-tracking subscription can add to total cost [276]. OnPay has no dedicated employer mobile app [353]. Direct deposit turnaround is 2–4 days, a downside for buyers wanting same-day or next-day deposit [362].

8. FreshBooks

Questions explored

  • Is FreshBooks worth it for integrated payroll accounting, and what are its main payroll limitations?
  • Which accounting platform should a buyer choose if they want payroll embedded in an invoicing-first accounting product?

FreshBooks ranks eighth with two mentions (28.6% share), an average listed position of 6.0, and a best position of 6. FreshBooks Payroll powered by Gusto is an embedded paid add-on inside FreshBooks rather than an entirely native FreshBooks payroll engine, and payroll transactions are automatically recorded in FreshBooks [91].

Why it ranked here. FreshBooks qualified on the two-platform minimum and was placed sixth by both DeepSeek and Gemini. Its fit ratings split evenly between "good" (ChatGPT, Claude, Grok) and "mixed" (DeepSeek, Gemini, Kimi, Perplexity).

Best suited for. Small U.S. businesses with a limited number of W-2 employees, FreshBooks customers prioritizing automatic payroll-to-books synchronization, and owners wanting payroll tax calculations, payments, filings, direct deposit, and year-end forms handled within one workflow.

Main strengths for the use case. Payroll processing and accounting records are available in one FreshBooks account; automated payroll tax calculation, payment, and filing are included according to FreshBooks documentation; direct deposit, unlimited payroll runs, W-2s, 1099s, and automatic bookkeeping are positioned as included features; and the product supports both W-2 employees and qualifying U.S. 1099 contractors [151].

Main limitations. The payroll service is powered by Gusto and governed partly by a separate Gusto agreement. Tax registrations and correct tax setup remain the customer's responsibility [96]. FreshBooks Payroll does not support printing physical checks, does not track PTO or holiday pay, and does not support multiple regular hourly pay rates for a single employee [91]. Contractor-only payroll is not supported; at least one W-2 employee is required [91]. Multi-state payroll is not included by default [294].

9. Paychex

Questions explored

  • Is Paychex worth it for integrated payroll accounting if the buyer wants bookkeeping and payroll in one platform?
  • Which Paychex Flex plan should a small business choose, and what does the accounting integration cost?

Paychex ranks ninth with two mentions (28.6% share), an average listed position of 7.5, and a best position of 7 (Kimi). Paychex states that its Taxpay service calculates, pays, and files federal, state, and local payroll taxes, including quarterly and annual filings [189].

Why it ranked here. Paychex qualified on the two-platform minimum and was placed seventh by Kimi and eighth by DeepSeek. It was rated "good" by ChatGPT, Claude, Grok, and Perplexity, but "mixed" by DeepSeek, Kimi, and Gemini.

Best suited for. Small employers with W-2 employees that want payroll tax calculations, payments, and filings handled by a payroll provider; businesses needing employee self-service, direct deposit or other pay options, W-2 access, and mobile access; and employers that expect to add benefits, time tracking, HR compliance, retirement, or related services.

Main strengths for the use case. Full-service payroll processing and payroll-tax administration; employee portal and mobile self-service capabilities; a Paychex-built QuickBooks Online integration that posts payroll entries and maps information to accounting dimensions; and the ability to add benefits, time tracking, HR, retirement, and compliance services [25].

Main limitations. Paychex Flex should not be assumed to replace a full bookkeeping or accounting system [25]. One independent review stated that unless the buyer chooses the priciest Paychex Flex solution, accounting-service integration is unavailable, and that access to integrations is a paid add-on [356]. Current pricing is quote-based. Plan naming differs across Paychex materials, with older Essentials/Select terminology not matching the current Basic, Foundations, Advanced, or Complete presentation [175].

Pricing or cost summary. Paychex does not publish a single current standard price for Flex.

10. Square

Questions explored

  • Is Square worth it for integrated payroll accounting if the buyer does not use Square point-of-sale?
  • Which payroll platform should a Square POS merchant choose for hourly, tipped employees?

Square ranks tenth with two mentions (28.6% share), an average listed position of 9.5, and a best position of 9 (DeepSeek). Square Payroll supports W-2 employees and contractors, imports time, tips, and commissions from Square tools, calculates payroll taxes, and supports payment by check, direct deposit, or Cash App [76].

Why it ranked here. Square qualified on the two-platform minimum and was placed ninth by DeepSeek and tenth by Claude. It was rated "good" by Claude, Grok, and Perplexity, but "mixed" by ChatGPT, DeepSeek, Gemini, and Kimi.

Best suited for. Small W-2 employers already using Square Point of Sale, Square Staff, or Square time and tip tracking; businesses wanting automated federal and state payroll tax calculations, payments, filings, and year-end forms; and businesses needing simple payroll with no long-term contract and predictable base-plus-per-employee pricing.

Main strengths for the use case. Strong payroll-tax automation for ordinary single-EIN W-2 employers; native connection to Square POS, Staff, timekeeping, tips, and commissions; employee self-service for tax and payment setup and pay-stub access; unlimited monthly pay runs under the listed full-service plan; and no long-term contract requirement [86].

Main limitations. Square is not a complete native accounting platform; bookkeeping generally requires QuickBooks Online, Xero, or another accounting product [80]. Square does not support one employee working in multiple tax jurisdictions, courtesy withholding, or multiple EINs under one Square Payroll account [78]. The business must be registered with applicable state agencies before Square can withhold, pay, and file state payroll taxes [74]. Paid amendment services apply for correcting filed tax forms [79].

What this study reveals

Questions explored

  • What does the cross-platform AI consensus reveal about which accounting software with payroll small businesses should trust?
  • How much do AI platform recommendations for integrated payroll accounting differ from each other?

Three structural findings emerge from this study.

First, the market splits into two architectures. Xero, Intuit QuickBooks Online Plus with Payroll, Wave, Patriot, and Zoho offer accounting and payroll under one vendor relationship, though Xero, Wave, FreshBooks, and Zoho all rely on a third-party payroll engine (Gusto or Check) for the underlying processing [219]. ADP, OnPay, Paychex, and Square are payroll-first products that connect to a separate accounting ledger [141]. Buyers who interpret "one system" as one login will find more options than buyers who interpret it as one vendor owning the payroll engine.

Second, pricing transparency varies enormously.

Where the AI Platforms Agreed

Questions explored

  • Which integrated payroll accounting features do all AI platforms agree small businesses need?

Several findings were consistent across platforms regardless of ranking.

  • Automated payroll tax filing is table stakes. Every ranked entity's evidence bundle describes automated federal and state payroll tax calculation, payment, and filing as a core capability [211].
  • Employee self-service is universally included. Every ranked entity provides employee access to pay stubs and tax documents, though depth varies [211].

Where the AI Platforms Disagreed

Questions explored

  • Why do AI platforms disagree about which accounting software with payroll is best for small businesses?

Disagreements clustered in four areas.

Fit ratings. Only OnPay received unanimous "good" ratings from all seven platforms. Xero, Intuit, Wave, Patriot, Zoho, ADP, FreshBooks, Paychex, and Square all received at least one "mixed" rating. The most common reason for a "mixed" rating was that the entity is not a native bookkeeping ledger (ADP, OnPay, Paychex, Square) or that payroll depends on a third-party engine (Xero, Wave, FreshBooks, Zoho).

State coverage. Wave and Zoho both have unresolved conflicts between 14-state and 50-state coverage claims [112].

Pricing. Intuit, ADP, and Paychex all have material pricing conflicts across sources, reflecting promotional pricing, plan renaming, and page-level variation [63].

How to compare your options

Questions explored

  • What should a buyer check before choosing an accounting software platform with integrated payroll for a small business?
  • Which integrated payroll accounting platform is best for a buyer with employees in multiple states?

Buyers should work through five decision gates in order.

  1. Confirm state coverage. If employees work in more than one state, verify the provider's current supported-state list directly. Wave and Zoho have unresolved coverage conflicts in this study [112].
  2. Decide whether "one system" means one login or one vendor. Xero, Wave, FreshBooks, and Zoho provide one login but rely on a third-party payroll engine. Intuit and Patriot provide one vendor for both accounting and payroll. ADP, OnPay, Paychex, and Square require a separate accounting subscription [219].

Methodology

This index was built from one standardized prompt sent once to each of seven AI platforms on 2026-10-01. The prompt asked which providers would be recommended for a small business with a handful of employees that wants one system to run payroll, file payroll taxes automatically, and give employees self-service access to pay stubs, all connected to the books.

Platforms included: ChatGPT, Claude, DeepSeek, Grok, Perplexity, Kimi, and Gemini. Each platform's response was parsed for named entities, fit assessments, use-case findings, pricing, strengths, limitations, disagreements, and verification questions.

Entities qualified for the final ranking if they were named by at least two platforms during ranking discovery. Fourteen unique entities were named; ten qualified. The final ranking order is based on platform mentions, then average listed rank, then best listed rank. The ranking table is the sole authority for rank, mentions, share, average position, and best position.

Citations are platform-reported evidence, not independently verified facts. Company-owned citations materially outnumber independent citations in several entity bundles.

Research limitations

  • One prompt, one run. The study used one standardized prompt sent once to each included platform. Different wording, timing, or context could produce different results.
  • AI answers vary. Responses can vary by date, wording, location, account state, model, interface, browsing configuration, and the sources retrieved.
  • Platform-reported dates differ. Deepseek reported 2026-02-14 and Claude reported 2026-01-15 for Wave, while the authoritative run date is 2026-10-01. Platform-reported dates are provenance metadata and do not independently prove freshness.
  • Company-owned sources dominate. Company-owned citations materially outnumber independent citations. Company claims are not independently verified.
  • URLs were not validated. The supplied URLs were collected from platform responses and were not independently validated by the writer stage.
  • No-search model claims. Deepseek's research capability shows search disabled, so its claims require explicit verification before being treated as current facts.
  • Identity audit notes. Official-site retrieval failed for one or more mentions of Xero, Intuit, Patriot, ADP, FreshBooks, and Square. No failed fetch was used as a verified domain key.

The consensus assessment

Xero ranks first for integrated payroll accounting for small U.S. businesses with W-2 employees, with Intuit QuickBooks Online Plus with Payroll a close second. Xero's advantage is its combination of accounting integration, automated tax filing, and employee self-service, though its payroll engine is Gusto-powered and the U.S. product launched in August 2026. Intuit's advantage is native ledger synchronization and a single-vendor ecosystem, though total cost is higher and tax filing automation is now mandatory. Wave is the strongest low-cost option for very small employers in supported states. Patriot is the strongest value pick for single-state employers wanting transparent published pricing. Zoho is the strongest option for buyers already in the Zoho ecosystem. ADP, OnPay, Paychex, and Square are payroll-first products that require a separate accounting subscription, which matters for buyers who interpret "one system" as one vendor. Buyers should verify state coverage, benefits administration scope, and total all-in cost before purchasing.
